The memorial honors all the Hillsborough County Veterans of the United States Civil War who were killed in action.
The two gray granite monuments with spheres represent the west side and the east side of the Hillsborough River. The dark blue marble strip that runs from one monument to the other represents the Hillsborough River. Both monuments display historical images recognizing the Cow Cavalry, the Battle of Fort Brooke, gunships used during the Civil War, the Battle of Tampa, and names of Hillsborough County Civil War Veterans killed in action during the war, as well as the Florida Naval Casualties from 1861 to 1865.
